The Supreme Headquarters Allied Expeditionary Force (SHAEF) was established in on Feb. 13, 1944 in London, England under the command of General Dwight D. Eisenhower. Colonel Henry S. Otto was educated at Cornell University and served in both World War I and World War II. During the second world war, Otto served in the Inspector General's Department and the Intelligence Section of SHAEF.
